Chief of Party

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI seeks a dynamic and experienced Chief of Party (COP) for the upcoming United States Agency for International Development (USAID) funded Supply Chain for Health Improvement Program (SCHIP). The objectives of the Program are to: (1) ensure the consistent availability of high-quality health products for Ethiopian citizens at health service delivery points through an improved and more mature supply chain system and strengthened pharmaceutical management services, (2) increase access to and rational use of quality pharmaceutical services and health products to achieve better health outcomes for Ethiopian citizens, and (3) improve the sustainability and efficiency of the health supply chain and pharmaceutical services sectors.

The Chief of Party will serve as the primary technical and management officer, providing leadership and coordination in strategic planning, program development and management, while also overseeing the implementation and evaluation of all activities supported by the program. S/he will be the official representative of JSI and will maintain communication between all relevant parties, including USAID/Ethiopia, the Ethiopian Ministry of Health (MOH), the Ethiopian Pharmaceutical Supply Service (EPSS), partner organizations, and other stakeholders. S/he will directly supervise the work of a senior management team (SMT) as well as regional teams.  The Chief of Party will report to a Senior Advisor in Boston, MA or Arlington, VA.  This position is contingent upon donor approval and funding.

MAJOR Responsibilities

The COP is responsible for developing a strong, coherent vision and initiating innovative strategies across the program’s priority areas and activities. The COP will lead and/or participate in strategic and high-level policy forums and meetings with various actors and will advocate on technical and implementation strategies, approaches, and issues. Key roles and responsibilities include:

  • Provide overall leadership and coordination in planning, implementation and evaluation of all USAID-funded activities supported under this cooperative agreement and/or contract;
  • Serve as JSI’s chief program and technical representative with USAID, the MOH, local community-based and non-governmental organizations, subcontracting agencies, and international agencies and institutions;
  • Directly supervise the senior management team, provide general program and technical direction, and ensure compliance with USAID and JSI rules and regulations
  •  Oversee the development of appropriate planning, monitoring, management and control systems to ensure informed decision-making and implementation of program activities;
  • Oversee the development of annual work plans and work plan updates, if requested;
  •   Ensure program financial systems and controls comply with JSI accounting practices and USAID standards;
  • Liaise with Government of Ethiopia, MoH and EPSS officials and other key stakeholders to ensure transparency of program and sound communication practices;
  • Identify key monitoring and evaluation methods and routine activities to ensure the achievement of program objectives;
  • Collaborate with other JSI programs in Ethiopia;
  • Closely monitor security dynamics in the program areas and report to the Country representative on significant changes in the security context; and
  • Create and sustain a work environment of mutual respect where the Activity team strives to achieve excellence.

Job Requirements

  •  Master’s Degree in international development, public health, supply chain management, pharmacy, or related field required.
  •  Minimum of 15 years of relevant experience, with increasing responsibilities, including key leadership roles while managing large international development programs related to supply chain, logistics, pharmacy services, and/or health systems strengthening.
  • Demonstrated experience in managing and implementing USG programs, including previous COP or DCOP experience
  •   Demonstrated leadership in working collaboratively with key stakeholders in Ethiopia, including government agencies, ministry offices, donors, local governments, and other implementing partners.
  • Proven ability in understanding, creating and implementing solutions in order to achieve measurable results within development programs.
  • Experience in capacity building of local organizations and partners.
  •  Experience in private sector engagement, contracting, and oversight/supervision for logistics activities.
  • Demonstrated skills in leadership, mentoring, motivating and supervision of multi-cultural teams within a dynamic setting
  • Demonstrated ability to cultivate relationships with private sector organizations, local NGOs and government officials at the national level.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Proven experience leading, supervising, and mentoring staff and large teams in multiple locations.
  • Experience developing budgets, costed work plans and tracking expenditures.
  • Knowledge of USAID administrative and procurement practices.
  • Excellent interpersonal skills; Ability to work successfully with teams/units across the program and organization.
  • Strong oral and written communication and presentation skills in Amharic and English required.
  • Experience working in conflict or post-conflict settings would be a plus.
